The cmake flag to set is OCIO_BUILD_JNIGLUE. You can replace "-DOCIO_BUILD_JNIGLUE:BOOL=OFF" by "-DOCIO_BUILD_JNIGLUE:BOOL=ON".

Based on the build settings, vcpkg does not build the Python Bindings.
