You are correct.
To use ocio with photoshop, the current recommended workflow is to
bake out an icc profile.
Note: you MUST specify --description, this is what shows up in
photoshop when the icc

OCIO 1.0.8 released
It's been a long time since our last release!

Your last sentence is right, it does not error because there is a default value for 'copyright':
