Progress report: Two pull requests

Hello all,

I wanted to report progress being made on the Imath repo for those interested.

There are currently two pull requests posted now pertaining to two different tasks: speed tests and constexpr.

Those can be reviewed here. Discussion about these changes should primarily be expressed there.

Currently the tests are not exhaustive. I am looking mostly for feedback on implementation and whether expanding python bindings will be a useful thing.

Currently the tests report metrics to a csv file within the <build>/python/pyImathSpeedTest/ directory. The tests primarily demonstrate a discrepancy in speed between operations that have python bindings that can be executed on Arrays vs individual objects. More info through the link.

In the meantime, I am working on establishing CUDA half type comparability.
